DBFL Consulting Engineers were commissioned by Waterford City Council to prepare a Cycle Network Plan for the area defined as Waterford City & Environs (WCECNP).
The project brief required that the Cycle Network Plan should identify and determine in a consistent, clear and logical manner the following cycle networks within the Waterford City Environs study area : The Urban Cycle Network at the Primary, Secondary and Feeder levels; The Inter-urban Cycle Network linking the relevant sections of the Urban Network and including the elements of the National Cycle Network; The Green Route Network being cycle routes developed predominantly for tourist, recreational and leisure purposes.

Project Overview

The project deliverables incorporated three different volumes of the study report as follows:

Volume 1 – Study Report : A summary of the principal parameters that actively influence the adopted study areas 2023 development framework. The existing 2013 cycle network is identified and an associated Quality of Service assessment reported. The methodology for planning the future cycle network is outlined with the resulting cycle infrastructure recommendations presented.
Volume 2 – Drawings : This volume contains the various drawings that accompany the main report and include details in regard to (i) The Existing Cycle Facilities, (ii) The Quality of Service score assigned to these existing facilities, (iii) The identified key barriers to cycle mobility across the study area, (iv) The study areas principal land use characteristics, and (v) The recommended cycle network infrastructure proposals.
Volume 3 – Presents supplementary information collated by DBFL during the course of the study. In addition to quantifying existing baseline travel trends, background data in regard to the parameters influencing travel behaviour characteristics at National Schools, Secondary Schools, WIT and key local employer’s is quantified.

The Challenges

DBFL carried out several essential tasks, including initial site audits, user audits, data collection, and traffic surveys. They assessed the quality of service for the existing infrastructure and developed a framework for trip forecasting based on the adopted design year of 2023. Key stakeholder consultations were also conducted, alongside network modeling exercises. Additionally, DBFL completed the preliminary design for 45 kilometers of new dedicated cycle infrastructure.
