Since appointment by the Grangegorman Development Agency in 2018, DBFL has provided the agency with transportation and mobility advisory services to support the continued development of the Grangegorman urban quarter in Dublin. The campus includes the development of a modern consolidated campus for Technological University Dublin (TU Dublin) as well as enhanced facilities for the Health Service Executive including community, residential care and mental health care uses. The Grangegorman development also includes for primary level education in the form of a new school for D7 Educate Together.
DBFL’s services range from the preparation of strategic documentation such campus level travel surveys, mobility management/travel plans, construction traffic management plans & fire accessibility plans to the preparation of transport related documentation to support individual planning applications for buidlings and infrastructure proposed. DBFL also provides expert stakeholder engagement support to the GDA. The Grangegorman site covers an area of approximately 29 hectares and will eventually serve in excess of 20,000 third level students as part of TU Dublin’s main campus as well as healthcare, commercial and primary education.
The Grangegorman site was designated as a Strategic Development Zone (SDZ) in 2010. The project is being delivered in a phased manner in accordance with the principles of the Grangegorman Planning Scheme which was adopted in 2012. The Planning Scheme contains various requirements which govern the transportation principles associated with the development both at implementation and occupation stage. Current challenges include the management of existing heavy construction activties (including traffic management) in conjunction with the access needs of end users of the campus and general public who have been present on the site in significant numbers since the completion of the initial phases of site infrastrctrure works in 2015/2016
The Transport Strategy for the Grangegorman Campus priortises access via sustainable modes with an extremely limited provision for private vehicle access. The Mobility Management Plan developed by DBFL for the campus targets a non-car mode share of 92% by 2028. The Grangegorman site is well positioned in the context of existing public transport services such as Luas light rail and future initiatives such as BusConnects which will serve all sides of the campus effectively. The development also stands to benefit from the expansion of Dublin City Council’s Active Travel Network in the form of segregated cycle facilities and new footways which in turn will increase the attractiveness of walking and cycling as a means of accessing Grangegorman.
