DBFL were appointed by Dun Laoghaire Rathdown County Council to design and deliver the Glenamuck District Roads Scheme. The delivery of the scheme will significantly improve the multi-modal transport infrastructure in the Glenamuck, Carrickmines and Kiltiernan area.
This road scheme is a vital infrastructural project to support the development within the Local Area Plan lands of between 2,600 and 3,000 residential units and to fulfill a traffic management function by diverting traffic from the village core of Kiltiernan.

Project Overview

The scheme consists of The Glenamuck District Distributor Road, approximately 890 metres of four-lane dual carriageway and 660 metres of two-lane single carriageway road connecting the existing R117 Enniskerry Road with the Glenamuck Road Golf Lane Roundabout; The Glenamuck Link Distributor Road – approximately 1800 m of two-lane single carriageway road, which will connect the new Glenamuck District Distributor road with the existing Glenamuck Road, Ballycorus Road, Barnaslingan Lane and Enniskerry Road, providing new junctions on each; Approximately 6 km of segregated cycle tracks and footpaths including National Cycle Manual compliant junctions; Bus priority in the form of Bus Gates controlled by traffic signals and other ITS measures such as AVL; All associated landscaping, traffic signals, utility works, landowner accommodation works and surface water drainage measures including several large attenuation ponds.

DBFL’ s scope of works required the development of the scheme from preliminary design to preparation and submission of the Environmental Impact Assessment Report (EIAR) and all associated planning documentation.

Extensive consultation was carried out with affected landowners, community groups and local residents to develop an optimised design which accommodated environmental constraints and the varying needs of road users, residents, developers and the local authority.

A detailed traffic modelling exercise was undertaken to ensure the scheme catered for predicted traffic flows in the area. This included the creation of a Local Area Saturn Model for the Kiltiernan/Glenamuck area (including an assessment of the scheme impacts on the nearby M50) as well as the testing of a number of scenarios within the NTA’s Eastern Regional Model. DBFL also prepared a Detailed Business Case for the scheme which used the TUBA, Cobalt and Enival modules of the NTA Regional Modelling System.

DBFL led the DLRCC team at the Oral Hearing held for the planning submission and CPO. DBFL prepared tender documentation for the scheme which is currently under construction, and is providing full construction/contract administration services.

The Challenges

Particular focus was placed on sustainable travel modes including the the provision of high quality infrastructure for pedestrians and cyclists and junction priority for public transport (bus) which were developed in consultation with the National Transport Authority.

Following the successful grant of planning permission for the roads scheme, DBFL identified a complementary scheme to deliver a Public Park and recreational facilities adjacent to the scheme. DBFL, working with DLRCC and the project Landscape Architects (Cunanne Stratton Reynolds), prepared a Part 8 planning application for the park and DBFL incorporated the civil works associated with the park into the tender documentation for the overall scheme. The incorporation of park offered significant amenity, economic and environmental benefits to the client and to the local area.
